Hope you are doing well. It is difficult for you to get government seat for bams in 342 marks in all India quota but you can get seat in private bams in state quota for sure. For getting government bams seat you need to score 450 + in state quota and 550+ in all India quota. This cutoff marks is in accordance with the last year cutoff.
Although getting government seat for bams depends upon various factors like number of students appeared in the exam, category, region, state, state rank, AIQ rank,etc.

If depends on the the type of facility the College is providing. If the college has reimbursement facility then almost 50% of fees gets refunded and if the college doesn't have any kind of reimbursement facility then you must go with scholarship . Scholarship amount depends on the matks, depending on you marks the amount will be refunded. So must check with the College providing facility
