Indian Railway provides both technical and non technical officers post .Every officers post having different criteria you have to follow the criteria if you wants to enter in Indian railway such as Technical Officer post
SE-Telecom :You have to Msc in electronics or Degree in Electrical /Electronics /Telecommunication Engineering
DMS-III: 3 Years Diploma in any discipline from a recognized university/Institution .

See. the entire pattern of aforementioned exams varies but yes majority of these have English, Quant, Reasoning, in common section, but the level of questions differs in the sense that the level of banking exam is comparatively higher in case of PO specially for SBI, IBPS, or even RBI Grade B Officer, however the same doesn't hold true for exams like SSC which does repeat questions in the exam.
In general if you ask, you can go through the following books for preparation of competitive exams:
For Maths, you can go for RK Agarwal's Quantitative Aptitude/Arihant Objective Book/M Tyra's Quicker Maths
For Reasoning, MK Pandey's Analytical Reasoning or RK Agarwal's' Verbal and Non-Verbal Reasoning
For English Section, the best book is Wren and Martin for grammar, for vocabulary it's Norman Lewis's Word Power Made Easy, for practice you can use Plinth to Paramount or SP Bakshi's Objective General English
For General Knowledge, you can use Lucent's GK , for dynamic portion the best thing is to read the newspaper on a daily basis, you can choose The Hindu or The Indian Express, these are the best options.

Yes, there are a lot of job opportunities in railway department for electronics and communication engineer after b.tech.
Railway job for B.tech ECE are-
Indian Railway Service of Signal Engineers, Indian railway stores service, junior engineer, section engineer etc.
To get this job you have to seat for IES and RRB exams, and have 60% aggregate in b.tech degree.

As you have not mentioned for which category you are asking for as it depend on post for which you are willing to pursue . Railway has vast job opportunities and has many department such engineering, operating, personnel etc. And syllabus for each post differs in every post .
Suppose if you are willing to pursue for grade A then you must be have engineering degree like in c ivil , mechanical, electrical and electronics & telecommunication branch .
And if want to continue after 12th then you will have jobs in Grade D which is lowest in hierarchy and you have to do all kind of work given by your supervisors.

The Railway unions mull ‘indefinite strike’ against privatization, it is because of the undermentioned reasons.
By Privatisation, the opportunities of the existing Railway staff in Group C and Group D, reaching a higher scale either by selection or by suitability cum eligibility is deprived off.
Calling ad for RRB recruitments for appointment to various categories of Railway posts under Direct quota is totally closed.
There will be no more open market Railway recruitments and the growth of existing Railway employees is shut.
In the case of privatization, Non- productive Railway employees, will be identified and settle them with packages. And, that is what is feared by the employees of IR since they may lose their job and all the facilities provided are to be withdrawn. The luxurious life and fantasies that they were hitherto enjoying would be lost.
Active employees will be piled up with key roles and tasks by reallocating the post temporarily.
The staff cost in Railways is exorbitant, which is a recurring loss to after 7th pay commission, and unions motivate the employees for an indefinite strike, without letting them know of the consequences.
However, IR can’t at a stretch privatize all areas and it may require time to finalize these factors and also with an intention to give a private player to be in readiness to step into these private operations duly mustering skilled youths from among the open market for a smooth transition from Govt to private bodies.
IR will also slowly capture the retirement vacancies and surrender to the bank of posts in Railways, manage the various departments with available staff resources and gradually the department will shrink over a period of years and will have its natural exit. Then there will be no staff unrest and unions will associate for these. By this span of time, Private players will enter into the action of operations of all positions of Railways.
Private players do not accept the theology of staff representation through the unions and they don’t recognize them. This is a boon for success.
The success behind private players, is that they will stick to duty hours, pay more, production will be more, no wastage of manpower, direct supervision, daily performance report and with reduced skilfull man powers, targeted profit can be achieved and finally the private player will be the best.
