In Rajasthan state NEET counseling, the candidates are eligible to free exit ROUND 1. However, there is no option of free exiting ROUND 2 if not reported to the college. Only if they resign on the spot, it is only allowed in ROUND 2 and applicable to non upgraded students.

No there is no choice filling for second round NEET counselling in Rajasthan. Office of the Chairman, NEET UG Medical and Dental Admission/Counselling Board, and Principal & Controller, SMS Medical College, and Hospital, Jaipur is the Rajasthan MBBS 2020 counselling conducting authority for eligible applicants. The Rajasthan MBBS seat allotment list was earlier released on November 19. Rajasthan MBBS/BDS counselling 2020 is being conducted in online mode for the first and second round whereas in offline mode for the mop-up round.

The Principal & Controller, SMS Medical College and Hospital, Jaipur, has released the provisional seat allotment result (round 1) for MBBS/BDS admissions on July 5, 2019. The allotment letter for the same is also available for download on the official website. 3621 applicants have been allotted seats as per the seat allotment list. Candidates who have been allotted seats have to report to the allotted colleges within the stipulated time; at the time of reporting, one must bring along one’s allotment letter and below mentioned documents. Seats will only be confirmed upon document verification and completion of other admission formalities.
Candidates have to follow the steps given below to download the MBBS/BDS 2019 provisional seat allotment list (round 1) and their allotment letter:
Visit the official website
In the pink bar on the page candidates will find ‘Provisional Allotment List (Round 1)’. By clicking on it the allotment list will get downloaded.
After checking for their names candidates have to click on ‘Download Provisional Allotment Letter (Round 1)’
Fill in the required details in the next page and download your allotment letter.
What after this?
Candidates after downloading the allotment letter next have to report to their allotted colleges on the assigned day for document verification. The following documents have to be produced at time of reporting.

2. Allotment Letter
3. Mark sheet of Class 12 or its equivalent
4. Mark sheet of Class 10
5. Date of Birth Certificate

in rajasthan neet counselling round 2 for private medical colleges cut off will increase or decrease than 1st round?

Nothing for sure can be for the cutoffs as they depend on various factors like the numbers of seats that are still vacant etc and can differ from one college to college.But If you have missed seat allotment in first round of the college you want and your all india rank is close to the cutoff of that college you may have a good chance to get that during 2nd round counselling.
