As per considering previous years trends then you have tough chances of getting CSE in RVCE or MSRIT with this rank. The cutoff for cse in RVCE usually goes upto 900 whereas for MSRIT it goes upto 1145 in your category. But cutoff varies every year depending upon certain factors like no. of students,previous year trends, difficulty level, seat intake etc. So it is bit hard to predict the exactness of admission. However I am pretty sure that you can easily get any other branches in both colleges like you may have mechanical , chemical ,ece ,civil etc. Moroever if you want cse then you may grab a seat in following colleges:-

2. Bangalore institute of technology
3. JSS Science and technology university
4. Sri M Visvesvaraya institute of technology
5. The National institute of eng. Mysore

if you have done a 3 year diploma after your 10th or after your 12 then you are eligible to do bachelor of technology BTech course from any college or University accept from NIT and IIT. moreover you are allowed to take admission in the second year as compared to normal general admission in the first year of BTech. this is because you have done 3 year diploma you are allowed to study from the 2nd year of BTech.

You need to specify your category as well as your examination, whether it is KCET or COMEDK.

But, I can provide you the 2017 and 2018 KCET and COMEDK cutoff ranks for MS Ramaiah Institute of Technology, Bangalore.

These were KCET- GM cutoffs and COMEDK- HKR category cutoffs.

In 2017, after Round 2 Extended Allotment-

Closing Rank- 20,829 (KCET)

Closing Rank- 22,375 (COMEDK)

In 2018, 

Closing Rank- 38,060 (KCET, after Round 2 Extended Allotment)

Closing Rank- 51,833 (COMEDK, after Round 2)

Hey there is no such thing as guarenteed placements in any college. Not even the top IITs or the NITs. Even they don't guarentee 100% placements. Even an average college offers with good amount of the placements and other than this it totally depends upon the student's capability and interest. Hope this answer helps. 

Since Your  rank is very Good to get into top engineering colleges through comedk 

but still if you demand only of CSE it will  be very  difficult as to make up in to top three colleges with CSE require rank below 400 

Last year cut off for CSE branch are:

BMS 373

MS RAMIAH 451

RV 180

BIT( Bangalore institute of technology) 1484

P E S institute of technology 1063

And PESIT but now it's a university so no seat through comedk

Also i would suggest you try out other colleges bcoz CSE in above mentioned rank is very rare .

So obviously you can get admission in all the above mentioned Colleges namely R..V.College of engineering, BMS Institute of technology and M.S.Ramaiah also. So, be patient and attend the counselling sessions without fail and so that you will have the better chances to choose between them. So all these colleges are top most in Bangalore and stay positive.
