The eligibility criteria for UGC NET is that you need to be in a Master's program from a UGC-recognized College/University, be it 1st semester or last semester, there's no restriction on it. You need to check if the subject that you're doing your master's in, is actually a paper in the UGC NET exam. IGNOU is a well-recognised university and you are eligible to apply for UGC NET

Yes, one can pursue MTech after successful completion of a BSc degree if the course is of 4-year long duration. But if one has completed BSc with a 3-year undergraduate degree then students need to complete their MSc. first before applying for MTech.
The eligibility for Mtech in renewable energy are required to secure at least 50% aggregate in B.E/B.Tech from a recognised institution.( For IIT and UPES, the minimum percentage required is 60% in Bachelor’s Degree).

It is hard to predict the branch-wise cutoff as it depends on the no. of candidates who are shortlisted for counseling. You will be able to secure a particular branch based on your UPESEAT rank and your board PCM percentage. The better the rank, the more likely you are to secure the branch of your choice.
NOTE: There are also other factors to take into account, like vacant seats (if not enough seats, you will put on a waitlist), in case two people have the same UPESEAT rank- in this case, a better PCM percentage candidate will be prioritized.
