Even though the Union Education Ministry had issued guidelines to state to reopen the colleges from 15 October. Maharashtra minister of higher and technical education said that the current pandemic situation in state is not conductive to open colleges and universities.
The minister said that the decision of reopening of schools and colleges will only be taken after assesing the covid condition.

State Higher and Technical Education Minister Uday Samant said his department does not intend to reopen colleges until the COVID-19 situation is under control. So there is no telling that when the colleges will be reopen. There is no information regarding when the colleges will be open in Maharashtra. The schools are going to reopen after Diwali so the colleges may reopen after Diwali too though there is no official information. For now there is no telling when colleges will begin as Maharashtra is the worst hit state.

There is no any news regarding reopening of schools and colleges in Maharashtra. As of now online classes system has been adopted by almost all institutions. Also note that till now no any confirm date has been announced for college reopening.

State/UT governments had also provided the ability for making a move in a graded manner after 15 October 2020 in order to re-open schools and coaching institutions.' we are really to say that till now there is no official notice is published regarding the institution will open and we are not that covid 19 cases are increase rapidly in these days .So government's allows the necessary works for economic growth but government allow to online classes .
So we should wait for the official notice .

Dear Applicant,
The government do have plans to reopening colleges for the students but so far it's not confirmed yet. No official order has been given out yet. Till then please be patient it is all done so that the students will be safe. So far the dates have been postponed to the next months and each state is giving a different date so you will have to see the rules and regulations offered by your state. So stay put, college will reopen sooner or later.

is my transfer from one nit to another considered a drop? can I write it in my resume about the transfer as i wasnt a drop?
Hey, it's ambiguous what you mean by the word ' TRANSFER' here. If you mean that you plan to study in an NIT, and after a year you want to get transfer for another NIT for remaining three years, sry it's not possible. However you can change your college and have a first start again.
Yes, you can write it in your resume as drop. But mention your graduation, expected year of passing and the name of the institution.
