Out of both RV College of Engineering, Bangalore can be prefered at first as it is one level up than NIT Surat. So you can prefer it for EE.

Biotechnology branch has not wide scope in India. You need to do struggle to make a place for your self. The job opportunities immediately after B. Tech will only be in software/financial firms.
