No, Odisha already has a IIIT at Bhubaneshwar. However SUIIT at Burla is a good institute and provides in depth education in Information Technology.
According to proposals all states are entitled to one IIT, NIT and IIIT. Of course there are exceptions like UP where due to the excess number of aspirants there are 2 IITs at Kanpur and BHU as well as 2 IIITs at Allahabad and Gorakhpur.
I dont know from where you got to know this regarding SUIIT being transformed into an IIIT, if true there might be very bleak chances.

B.Tech CSE in KIIT vs B.Tech CSE in Sambalpur University Institute of Information Technology (SUIIT-STATE GOVERNMENT) which one should I prefer ? Which has Better placements & Average Salary Package ?

Placements at KIIT : the placement rate at KIIT, Bhubhaneshwar is around 90 percent. Out of 3500 eligible students, around 3156 students got placed in good companies. Highest package offered was around 30 lakhs per annum and average package was around 6.5 lakhs per annum.
Placements at SUIIT : The placements are not very good at SUIIT, Burla. Highest package went upto 6 -7 lakhs per annum and median salary was around 2.8-3 lakhs per annum.
The fees at Suiit is way lesser when compared to KIIT, but, KIIT has better infrastructure, better placement and training cell and better faculty too. So, i would recommend you KIIT.

I think if you dont have any monetary issues, you could perhaps continue with CSE at KIIT. KIIT University has good infrastructure, faculty, research and laboratory facilities besides having an excellent employer outlook.
Nearly 90% of its CSE or IT Batch is placed each with with TCS, Accenture, Cognizant, Infosys, Wipro and Deloitte being major recruiters with the median pay scale being 6-8 LPA. The institute also provides a good campus life and peer environment. The university is steadily rising and also has a good alumini base across our country which further helps in providing impetus to training and placements.
