According to the category rank mentioned by you in the question you have very low or almost no chances of getting into any of the IITs because the closing SC rank for preparatory courses in IITs were around 200-250 for other than female quota and you are very far from the figure so you can hardly get any IIT.

The previous years cutoff in mht cet for CSE branch in Ramdev College of Engineering in Nagpur for general candidate was 96 percentile for CSE branch, for SC category student for CSE branch in Ramdev College of Engineering Nagpur was 85th percentile. Well every college will have different fees structure . Colleges under gfti can have fees of approx 33000 a yr to around 1 lakh .a yr.
