Hope you are doing great as per the question asked by you, as lohara is included in S.C , S.T , O.B.C in different different states in reservation quota as per there categorization but in central they are considered under O.B.C category so central O.B.C certificate can be issued easily visiting it to the nearest tehsil or S.D.M office.

Repeat is NEET UG exam then there is a chance for you to get a MBBS seat any Government Medical College for MBBS seat. You may get this opportunity in the last round of counselling as it is of mop up round in the state counselling in the state counselling. There are 40 seats under State Quota and 7 seats under All India Quota in Arunachal Pradesh. So, it is difficult for you to get seat based on previous year's cut-offs.
