You need to decide which country you would like to study in and then you should start preparing for that particular college admission and entrance tests. Different colleges requires different kind of entrance test. Admission procedures are also different for different colleges.
For scholarships, there are two types of scholarships offered by government. One is Merit-Based for which you need to score excellent marks in whichever field you studying in. Another one is Need-Based scholarships, its for those people who can not afford to study abroad.

Please ask a specific question regarding which scholarship you are looking for.
Usually, scholarships like INSPIRE-SHE are offered throughout the course and some scholarships are offered only in the beginning.
For example; If you have NTSE Scholarship , the amount you get keeps increasing as you go higher in your studies. Rs 1250 per month is awarded during your class XI to XII. Scholarship of Rs 2000 per month is awarded for Undergraduates and Postgraduates.
The continuation of scholarship depends on your performance in the semester and they generally have a cgpa cutoff which you'll have to get in order to continue your scholarship. INSPIRE has a cut off, some scholarships don't.
Hence, it is highly variable so please ask a specific scholarship detail.

- The candidate must have secured at least 40-50% marks in the last qualifying examination.
- The candidate pursuing Polytechnic must have scored at least 33% marks in Class 10 or Class 12 examination
- The candidate studying BBA/ BCA and Engineering in Mining, Aeronautical and Petroleum etc should have secured a minimum of 40% in the last qualifying examination.
- The candidate pursuing BArch, BTech in Agriculture, Biotech, and BDS etc should have a secured at least 50% marks in their last exam.

Biotech, Hotel Management, Engineering, Management, Pharmacy, and Polytechnic are the subjects covered by CCB.
The following qualifications must be met to be eligible for a Combined Counseling Board (CCB) scholarship:
- According to the course that he or she chooses, the applicant should be degree-qualified.
- The candidate's final qualifying exam score must have been between 40 and 50 percent.
