First of all, if you start charging a minimum of USD 20,000 per surgery, then hardly any patient will prefer to go to you , because the average charges which even a reputed and very experienced neurosurgeon charges is much less (around USD 1000-2000). For certain critical neurosurgical procedures (like Spinal Fusion Treatment) you may charge high, but again that depends what qualifications you possess, how much experienced you are and how many successful surgeries you have performed before. Since you have mentioned that you own a hospital with all basic facilities then it depends on the area and quality of doctors you will have in your hospital if the doctors are highly skilled and popular then surely they will add an extra point in your income.

I want to inform you that yes it is possible if you do your MS/MD from any foreign medical school you can practice in india too. Just make sure you require to give an entrance exam if you do that course out of the mentioned country and that the exam is not that hard I you study well.
