Also the reservation for minority linguistic community is applicable for only the 85% state quota seats. According to previous year trends the cutoff for the same at:

Yes, of course you can pursue BTech with lateral entry from a different state.
Eligibility criteria for lateral entry in BTech:
Tech. Lateral Entry Programme is being offered at universities and engineering colleges to those who have completed 3-year diploma in Engineering or B.Sc. degree or equivalent examination with at least 50% marks, and Mathematics as a compulsory subject in Class XII, to get admitted in the second year directly.
For state wise eligibility for lateral entry, you have give the entrance exams for that:

I have applied for the NEET PG counseling 2021 under All India quota. I have my community certificate only in tamil language. But the prospectus insists certificate in English or Hindi language or ask to produce a certified copy of English version of the original certificate ? How can I get it ?

It's mandatory for regional certificates to be translated into national language Hindi/English for engineering or medical counselling. You can go to any court in Tamil Nadu , they have a translation department they can get the certificate converted. It may take one week time. If this time seems long. There are online services which help people in translating caste certificates you can search in Google for it.

Good to know that you are pursuing Mechanical engineering. And most interesting is you're also interested in loco pilot or aeronautical engineering. Let me tell of wanna do one of the above you need some eligibility criteria:
Candidates aspiring to become a Loco Pilot must have passed the 10+2/equivalent examination from a well recognized board. Additionally, the candidate must have completed any of these courses:
- ITI course from Institute recognised by NCVT or SCVT
- Diploma in Engineering in any streams from an AICTE recognised institute
- ACT apprenticeship course
Above mentioned are the educational qualification needed. And other eligibility criteria are:
- Qualifying the entrance examination conducted by RRB for the assistant Loco Pilot post
- Medical fitness after the CBAT (Computer-Based Aptitude Test)
FOR AERONAUTICAL ENGINEERING:
Applicant must passed 10+2 with Physics, Chemistry, and Mathematics or equivalent with AICTE approved University and 3 years engineering diploma in any stream or any higher qualification in science with Physics and Mathematics at the time of admission in Institutes.
ENTRANCE EXAM FOR THE SAME ARE:
