As per the latest eligibility conditions for second round of counselling for admission to thapar university , it is mandatory for the candidate to apply for the first round of counselling . However , it is not mandatory for candidate to attend the first round of counselling to be eligible for second round of counselling. Any candidate who fails to attend the counselling process for any round  is eligible for the further rounds of counselling.

Your JEE mains rank 31143 is sufficient to get admission in Thapar University, Patiala in Computer Science and Engineering even you don't have domicile quota i.e. you don't have completed your 12th from Punjab. 

So you are eligible to get admission in Thapar University for Computer Science and Engineering according to last year cutoff

Last year cutoff closed at 32471

Thapar University provides admission to students on the basis of their JEE mains rank. Your percentile doesn't matter but you should have a decent rank for whatever branch you want to take up for engineering. You should check out the last year cut-off ranks. Thapar has a large quota for students of Punjab. Other than that, the cut-off is quite high for a General Student.

With this rank you could get admission in the college but you may have to compromise with the choice of your subject. You can't get top core branches like cse, ece in the University as their cutoffs are below 35k. So I would suggest you either settle for lower branches or look for some other private colleges that takes admissions based on jee main score.

Hi,

Thapar releases the application form just after the JEE mains results are declared. And according to the notice published by the Institutes admission commitee, a student can fill up the application form anytime of the year. It is always their on the college website.

You may also take admission as a december entry, you would just have to give an easy exam on JEE mains pattern which is conducted in college premises itself. You will hae more chances of getting a good branch at that point of time. 

So yes you can either fill it now or In december according to your interest.
