TNPSC is Tamil Nadu Public Service Commission exam. JEE is joint entrance exam.
TNPSC is for getting job under government and jee is for getting govt or prestigious private colleges for engineering.
TNPSC is given after graduation while JEE is given for doing graduation from renowned institutes.
TNPSC sllybus includes General Awareness, History, pol.sci and all. JEE sllybus includes Science sllybus.
The students sits for both the exam have different mindsets, different IQ...and more. So, we can't say which of the exam is easy and which is tough.

IGNOU is a recognized university, and BEd program which it offers is valid hence it's applicable for government jobs as well, but you cannot apply in IGNOU based only on eligibility of graduation, there are also requirement of work experiences as well, so if you fulfill that then you need to appear for BEd Entrance Exam which is conducted by NTA, for more details regarding this, visit the official website at ignou.ac.in
Is it mandatory to pursue M.sc(Forensic science) after B.sc (Forensic science) to get govt job in the same field in tamilnadu ? Which group of TNPSC recruits for forensic science department ?
It is not mandatory or compulsory to do so.. But if you do you get an extra edge over getting jobs since you have done masters in the same field and you've almost in depth knolwedge about the Forensic science course. Coming to your second question now, there are many top govt institutes recruiting forensic science aspirants in TNPSC. Some of them are - Junior Scientific officers, Government of Forensic Science Dept, Tamil Nadu.
