As you mention above 117000 rank. It is very difficult to get any top colleges. Generally the cutoff will change every year as based on some aspects. Your category is obc that means you can get a chance in local colleges. The cutoff is based on number if students passed, highest marks on that.

As you have no category reservations, so your chances to get the core branch like CSE in a reputated college becomes less with a rank of 69000.But still I will say that your rank is not too bad at all.You can go for your home state colleges to increase the possibility of getting CSE.

There's no such university where in you can club in your UPSC preparation with regular studies side by side. It is totally up to you choose whichever university suits your preference and course you want to pursue and then go on to search for a place where in you can get an atmosphere to prepare for UPSC while your regular studies are on.

Hey Ankit! You will get your security fee back only after the whole counselling process is over, that is, if you have not been allocated any seat in any round whatsoever. 

If you have taken admission in any institution and wish to go to another one, then the fee will be adjusted against the first year annual fee of the institution you end up in.

I think your rank is too even after you belong to the OC Categorie but no need to worry but no need worry at this rank you may get some good and decent college in Hyderabad maybe you apply for Osmania University or college under them that may well option for you and you also seek out for some other Institute best for you.
