The admission is totally based on your category and the type of course you choose as some courses are high percentage bound and many others are low. You need to include English/Hindi and economics along with two more subjects (except physical education, music etc which are not considered as core subjects by delhi university. Check the DU website for the list)in your best of four percentage. Also, you should have studied mathematics in your class 12th. However, it is not compulsory for you to add it in your best of four. Change in stream will lead to 2.5% disadvantage. If you have not studied economics in your class 12th but have mathematics, you are still eligible for the course but with a disadvantage of 2.5% in your best four.

The cutoff for the various courses are the different as per decided by the DU so it's not like that you cannot get admission but the thing is like that just please specify your stream and your college then only I can give you the more specific information about that.

The answer to your questions lies in your dreams and priorities in life. Delhi University is an excellent choice and both the courses are pretty decent.
A b.com programme is a plain b.com degree with no specialisation. It is beneficial if you want to go for commerce related fields like CA/CS etc. Placements would depend on the college and on your ability, usually companies do allow both Honours and Programme candidates for applying.
A B.Voc can be considered like a professional course with many exit options. It prepares you for the job market and would probably fetch you a job especially in the sales sector. Internships form a good part of the course and placements are generally decent.
