No, there will be no problem even if you your category is written as a General on your result and your transfer certificate . You can still select st as you category in your Neet application form provided you have a valid ST category certificate
This is because ,
when one belongs to reserved category them it depends upon the candidate whether he wants to avail reservation or not
When he doesn't want to avail reservation he can choose general as his category , so I am guessing that while getting admission in your 10 +2 ,you didn't want to avail reservation that is why you had chosen general as your category and that is why it is written general on your transfer certificate and result .
But now that you want to get St reservation in neet you can definitely choose ST as your category provided you have a valid ST category certificate

As your school is charging an amount to provide the transfer certificate you have to the said amount in order to obtain the transfer certificate. You need to submit the transfer certificate of the previous school attended in the school you are taking admission so it is necessary to obtain the transfer certificate. Transfer Certificate and Study certificate are two different things. Study certificate is to certify that a given student has studied their academic year in a given school. It is given by the school with respect to the format available on Telengana Website. I see you have study certificate from class 9 and they are asking from class 6. I had been through the same situation in another state few years back. It is better to have the study certificate from class 6 to stay on the safer side. All you have to do is to go to the school you studied class 6-9th and get a study certificate from there issued by the school itself. Hence I suggest you to be on the safer side with this.
Transfer certificate is completely different and it need to be submitted regardless of study certificate or not.

You can obtain a transfer certificate by applying in writing to the school. You cannot apply for TC verbally. TC can only be obtained when all the dues of the school are cleared. Normally a school issue Transfer Certificate within a week from the application date.
If still the school doesn't give TC then talk or write a letter to the administrative authorities of the school. If still no response from their side then you can take legal help. You should send them a legal notice asking for the Transfer Certificate duly issued in favour of your child.
The Transfer Certificate is issued upon self certification of the Parent/Guardian on a prescribed form provided by the Vidyalaya and hence does not require any counter sign from the applicant.
Transfer certificate is needed when getting admission to different state college. If the college is in same state then transfer certificate is not needed. Generally, for changing school transfer certificate is the most needed.

If your college provides you with the migration certificate it will be applicable for any central university given that the reason and statement of purpose is reasonable.
It is important for you to know that for admission into any central university you will also need a character certificate issued by your previous college which is only valid for the next 6 month from the date of issue.

See every college has their own rule of transfer certificate.since it is your first year college can give you certificate if you request and tell them about your situation.it is possible only if do not abide by any rules and regulations relating to transfer certificate.one thing more you can do is contact your school they can issue duplicate transfer certificate which you can submit in your new college.
