According to the information given in the official website any student belonging to minority category who have not qualified needs to wait until the qualified minority category students are provided with seats. After the qualified minority list of candidates are exhausted they might consider a few candidates if any seats are available. Having said that these candidates are not eligible for Fee Reimbursement Scheme as per TSEAMCET 2020. You can visit their official site to check once again.

You have not mentioned your category and marks scored out of 600 in PCM in intermediate first and second year. 75:25 weightage is given for marks scored in EAMCET and PCM in IPE of first and second year. It is difficult to predict the exact marks to secure a rank within 10,000 because rank depends on number of candidates appeared, marks scored in individual subject in EAMCET, highest score etc. A safe score is 120 or above and if you have socred 550 or above out of 600 marks in PCM in first and second year then you will have decent chances of securing rank below 10,000. This is an estimated score.

The qualifying marks for TS EAMCET is 40 marks or 25% marks out of 160 marks. So you need to score minimum 40 marks in TS EAMCET but scoring the qualifying marks will not fetch you a seat in a decent college. You need to score minimum 90-100 marks to have decent chances of getting seat in a desired college.
The cut off for JEE Main 2020 is not yet declared so we cannot give you the cut off marks required. You say you are from financially backward class but it is not clear whether you have EWS reservations or not. The cut off for General category and General-EWS category is different. In 2019 the JEE Main cut off was 89.7548849 percentile for general category and 78.2174869 percentile for General EWS. In 2020 the cut may increase or decrease slightly depending on number of candidates appeared, difficulty of exam and number of seats available.So you need to score above the previous year's percentile according to your category.

If you had not qualified ts eamcet then there are 2 choices you have 1.taking long term 2.buying a seat under management quota.people who usually get big rank or not qualified choses to get a seat under management quota.In this management quota every college has 30% seats .It is something where you will have to buy the seat with extra amount where the qualified students get the seat without paying the extra amount for the seat.But for the management seats each college has different fee for different branches based on college repuation.One of the advantage of getting seat through management seat is you can get seat in your desired college.But note that the management quota is available only for private engineering colleges.Reputed colleges usually take 4-5 lakhs more than the usual tution fee.But there are 320 enegineering colleges nearly in ts in which you can avail a seat anywhere.But if you are someone who just wants to study ece may not be in reputed college you can get seat under mangement quota in any college with less fee for examle in CMR engineering college you can have ece seat in 6-7 lakhs for 4 years which is 2-3 lakhs more than usual engineering fee for 4 years.for getting a seat under management quota you need to :
1.qualify 12th with atleast 40-50%(if you have more 12th marks then there are chances for you to get seat in little less amount for management )
2.You need to have 12th pass certificate
3.you need to have all certifcated specified by college for admission
4.you need to have 10th marks sheet
5.Tc
6.study certificate
In simple you need to go to your desired college and ask for seeking a seat under management quota with your cerficates.
