what is the difference between tspsc group1 and upsc exam?

Union Public Service Commission is known as UPSC. The Tamil Nadu Public Service Commission is also known as TNPSC.
The syllabus for TNPSC is constrained, but the UPSC syllabus is for the level of India.
You may become an IPS or IAS officer by taking the UPSC. But TNPSC prohibits it.

The education qualification requirement to be eligible to apply for Regional Transport Officer in TSPSC Group 1 recruitment is that you must have passed Bachelors Degree in Mechanical Engineering or Automobile Engineering or equivalent qualification of a university in India established or incorporated by or under a Central Act or a Provincial Act or a State Act or Institution recognized by the University Grants Commission (UGC). You are eligible to apply for TSPSC Group 1 Recruitment as Production Engineering in equivalent to Mechanical Engineering. But you have to obtain Equivalence certificate from the university/institute from which you have passed B.Tech.
