Taking a gap year after 12th grade is not a problem if you spend the time appropriately. Even if you are a gap student, colleges will accept your application if you meet their qualifying requirements as per my knowledge. Although, seek for the college's specifics so that you are informed of the procedures and needs. You may be asked to sign an affidavit explaining why you took a two-year break. As a result, maintain the documentation on hand.

You have not mentioned the name of the university or college to which you are referring to which is releasing the cut offs.  Also, whether you want to know the date of arrival of second merit list or the closing of the second cut off merit list is also not clear. If in case, it's Delhi University you are referring to or some other university please mention the name.

As you are a commerce student having interest in law, I would suggest you to go for an Integrated course like BBA-LLB or BA-LLB. These are courses of 5 year duration which will be suitable for you as per your interest.  You can apply for Thiruvar Central University or you can opt for some other college as well for the same course.
