No you cannot directly participate in the round 2 of Bihar NEET 2021 counselling. There is no registration for participating in the second round. Last date to submit the application form was January 22, 2022. To participate in both the rounds candidate needs to submit the application on or before the last date. The Bihar Combined Entrance Competitive Examination Board (BCECEB) is the authority that conducts the admissions for Bihar MBBS/BDS 2021. No, you cannot register for second round to participate in Karnataka NEET UG 2021 Counselling if you haven't registered for first round. There is no such facility to register for second round. Candidate must register for the counselling for the first round. The options exercised during the first round will be considered for second round seat allotment. So a candidate candidate cannot exercise fresh options as well unless new seats are added to the second round. The schedule for second round is not yet released. KEA will release the schedule soon. I got alloted a seat in round 1 ug neet kea(karnataka state quota) I didnt like that college so thought of cancelling it and participate in round 2 .unluckily I missed the date of choice -1, 2,3entry . without filling the choices I cant proceed further. is there any other options to attend round2

With reference to your above mentioned query, i would like ot tell you that if you have missed out the choice filling entries of the KEA Counselling dates, then unfortunately, there are no chances for you to attend the second counselling again as you have not filled your choices for other colleges.
Then, you have to participate in other round counselling. If, mop-up rounds takes place, which only takes place when there are vacant seats available in other colleges, then you have chances to fill your choices and to get your preferred colleges.

As you have been alloted a seat in round 1 and you don't want to go for that college then you could have opted for upgradation option and go for the other colleges in round 2 but as you also mentioned that you missed the choices then i would like suggest you kindly participate in the mop up round.

As you are talking about NEET UG state quota counselling of Karnataka so let me tell you that as per the information brochure released by KEA, Bangalore, if any candidate do not opt for any of the choices available after the allotment process with the stipulated time then he/she would not be eligible for subsequent rounds of counselling. Now as you have not opt for any of the choices within stipulated time so now you are neither eligible to join the allotted seat nor you will be able to participate in further rounds.
Still I would recommend you to contact the authorities and inform them about your problem, they might help you in the same.
