As we know that as of now in Maharashtra cases are gradually increasing again which seems to be the second wave of COVID-19 and the circumstances are becoming unfavorable and the Maharashtra government has decided to keep the schools and colleges closed till November 30th as a preventional measure and if we discuss about the latest UGC Guidelines which have been issued two days ago, then it clearly states that from November 1st new session should be started for first year students either in online made or offline mode whichever will be most convenient as per the situation. There is no any news regarding reopening of schools and colleges in Maharashtra. As of now online classes system has been adopted by almost all institutions. Also note that the colleges are allowed to reopen with the proper consent of respective state government or UT governments.

The University Grants Commission (UGC) on Thursday issued guidelines for starting higher education institutions. The decision to start the colleges has been left to the state government and the vice chancellors of the universities. As per the latest status of Corona, the state government wants to take a decision on actually starting colleges in the state. However, the UGC has issued guidelines on what precautions to take if the college actually starts.
Suggestions are given for six days schedule, minimum number of classes, setting up segregation system on campus, Covid-19 screening of students, teachers and other staff. Colleges, universities and institutions of higher learning across the country have been closed since March due to the corona virus infection. However, as the number of Corona patients in the country is coming under control, a decision may be taken by the central government to start colleges and universities in the near future. Against this backdrop, UGC has issued SOPs for starting universities and colleges.
Depending on the availability of space at the institute, 50 per cent students will be admitted alternately to prevent infection.

According to the new UGC guidelines for allowance of reopening of the colleges and universities , does all sections of college are reopened? like they didnt specify about undergraduate programs, are undergraduate students also will be allowed for campus study

As per my knowledge Bangalore colleges are scheduled to reopen in the mid or late November but srm,vit and other colleges there are yet to make decision.
Government colleges like iit and nit are doing their 1st sem online.

See as of now there is no any confirm date announced for reopening of any of the colleges except for Post graduate students because those postgraduate student who are having some practical work can visit their college solely on voluntarily basis, note that this is the decision taken by respective state governments and till now Maharashtra government has not taken any decision like this and as per the guidelines of UGC classes for first year will be started from November 1st either in online or in offline mode as per the circumstances and as we know that in Maharashtra the situations are very critical and worsening by each day so it is little bit difficult to predict any confirm date for re-opening of colleges not only in Maharashtra even across the country.

There is still not assurance of reopening of colleges . No institute will take risk of students getting affected by virus or any other diseases during the pandemic .
UGC gave the choice to attend the lectures online / offline according to student comfart zone after reopening of college . Till then they will promote virtual lectures through meet .any of the decision will be taken under safety of students teachers and the whole management
After UGC guidelines on 22nd sept2020, VIT, Vellore has to refund full amount in case of withdrawal or cancellation of admission before 30 Nov.2020 . But so far vit has not amended its refund policy. Presently according to its refund policy 10 and 20 percent of amount has to deducted before 25 Oct.

According to your question and taking into consideration that under ugc guidelines vit has to refund the full amount if the candidate has withdrawn or cancelled his admission.
So, if vit has told that it will refund before 30th November then definitely it will return your money after certain deductions as stated by college.

See few days earlier UGC revised an academic calendar for session 2020-21 and according to the new time-table classes of first year will start from November 1st either in online or offline mode whichever will be suitable as per the demand of time. It is known that classes of second and third years are already running in online mode.

as per UGC guidelines classes will commence from 1st week of november and will be taken either online or offline as per the time and situation demands at that time, for that you can contcat your college regarding mode of classes whether online or offline. Also kindly note that 6 days academic schedule was proposed to make up a loss happened in academic.

According the UGC Guidelines ( Published on 24-09-2020 ) on Academic Calendar for the First Year of Under-Graduate and Post-Graduate Students of the Universities for the Session 2020-21 in View of COVID-19 Pandemic ,the academic Session 2020-21 may commence from 01.11.2020 for first year students.
And If there is a delay in declaration of result of the qualifying examinations, the universities may plan and start the academic session by 18.11.2020.
