Yes definitely you can do so. For JEE-Main and JEE-Advance gap years between class 12th and class 10th are not considered so even if you had passed class 12th in 2017 and did not appear for class 12th yet but if you appear for class 12th examination through NIOS board in academic year 2022-23 then you will definitely be eligible for JEE-Main and JEE-Advance 2023 and if this is going to be your first attempt of class 12th examinations then you would be eligible for JEE-Main 2023, 2024 and 2025 and for JEE-Advance you will be eligible for JEE-Advance 2023 and 2024, provided that you must qualify JEE-Main of that examination years.

Above criteria are for 2022 but they usually remains same for every year except that of class 12th percentage criteria i.e. 75% criteria so before 2020 there was requirement of minimum 75% marks in class 12th to be eligible for admission to NITs/IIITs on the basis of JEE-Main score or to be eligible for JEE-Advance but due to the pandemic this restriction has been lifted off and now the candidate should have passed in all the subjects of class 12th but if next year this criteria would get restored then again there will be requirement of 75% so make your target of at least 75% in class 12th to stay on safer side.

You are definitely eligible for NEET 2022 with having completed your class 12th with PCB in 2020 provided you fulfill rest of the eligibility criteria irrespective of the fact that you had passed 12th earlier as well in 2018 with PCM.

-----------) Qualification required :-As per Neet eligibility to be eligible for neet 2022 you must be either appearing for 12th board examination 2022 or should have passed 12th board examination with physics, chemistry ,biology/biotechnology and English as core subject.

No you cannot appear for JEE-Advance if you do so because to determine the eligibility for JEE-Advance, the candidate's first appearance for class 12th examination is considered and since you had appeared for class 12th examination first time in 2018 so according to it you were only eligible for JEE-Advance 2018 and 2019. So now you are not eligible for JEE-Advance also not for JEE-Main even if you appear again for class 12th from another board.

Top 20%yle of up board in 2021

Top 20 percentile is issued by josaa each year for each board.
Minimum percentage requirement / top 20 percentile criteria was not there in 2020 and 2021 for NITS, IIITS, IITS, GFTIS in order to give relaxation to students due to covid so josaa had not released top 20 percentile for the year 2020 and 2021 dear so I can't help you with the same dear.
Anyway,
For UP board, in general top 20 percentile is roughly is around 65 to 70 percent in 12th for general category.
For example,
In 2018, for general category, 338 out of 500 marks i. e 67.6 % marks was top 20 percentile for UP board.
You can check the same at
Am assuming you are asking abou this to be eligible for NITS etc.
You need to have 75 % in 12th if belongs to general category or needs to be in top 20 percentile. To so to be on the safe decide if your percentage in class 12th is low then I would suggest you to appear for improvement examination

See maximum number of attempts allowed for JEE-Main to any candidate is 12 (4 session consecutively for 3 years i.e. 4*3=12) and these 12 attempts get started from the very first appearance of candidate for class 12th examination from any of the recognized board.
So for e.g., if you passed class 12th in 2021 then you were eligible for all 4 attempts of JEE-Main 2021 and now you are eligible for 4 attempts of JEE-Main 2022 and 2023. So if you go for any improvement from CBSE board then you can appear for JEE-Main only till 2023 not after that.
JEE-Main eligibility criteria is mentioned below :-
1--- Age criteria :- There is no age limit to appear in JEE-Main but note that there might be the age limit in any particular institution taking admission through JEE-Main score, so you should keep this thing in mind.
2--- Qualifying Examination :- To be eligible for JEE-Main one should have passed 10+2 examination with Physics, Mathematics as mandatory subjects along with one of the Chemistry/Biotechnology/Biology/ Technical Vocational subject from any of the recognized central or state board.
3--- Year of qualification :- For JEE-Main 2022 only those candidates who have passed Class 12 / equivalent examination in 2020, 2021 or 2022; or those who will be appearing in Class 12th / equivalent examination in 2022, would be eligible to appear.
So if you follow all above criterion then you are definitely eligible for JEE-Main.
