Yes, you can get admission in Delhi for BAMS but under all india quota and not state quota.
This is because,
To be eligible for Delhi State quota one must pass class 12th from a School located in Delhi but you have passed your class 12th from UP.
It doesn't matter at all even if you have completed your graduation from Delhi, also your admission in BAMS etc is on the basis of 12th , irrespective of the fact that you have already completed your graduation.
You can participate in counselling only if you have qualified in NEET 2021 examination

I had appeared class 11, 12 from CBSE but due to less marks i reapeared class 12 from UP board. now during campus placement they are asking my registration certificate, which i dont have. Is my CBSE registration is i should give because ive not appeared for class 11 in UP so not having UP registr.

- Judging by your situation, ask for a migration certificate. Where appeared for 11th grade.
- The registration certificate will be provided by the college where you pursued your 12th grade.
- If you don't get anything there, try reaching the regional CBSE office, they will assist you in the best way.

The eligibility criteria for NEET has certain criteria regarding minimum percentage in standard XII. So if your marksheet doesn't has any marks and only promoted written on it, you won't be able to provide evidence if you have qualified the eligibility criteria or not.
Kindly contact the school authorities as soon as possible, and get yourself a marksheet with marks writen on it.

From your inquiry, it seems that you have finished 12th PCM and now wish to complete 12th PCB in order to be qualified for NEET.
This has happened to one of my students as well, and we have dealt with it.
So allow me to fill you in.
Writing the NEET will not be an issue, however the institution may not accept it throughout the documentation verification process.
If you want to go to a private college, your chances are better.
Wherever you go, MCI will offer an eligibility certificate, and you will be required to have completed 11th grade in addition to 12th grade.
As a result, make your selection based on this information.
If your goal is to work hard and earn a government job, you should focus on getting through the 12th grade and getting your diploma.
You must also pass 11th grade if you want to study abroad.

The requirement for NEET essentially states that the candidate must have passed class 12 board examination with Physics, Chemistry and Biology. So, if you have passed biology as subject in board examinations, you will be eligible.
However, since you say you have 2 marksheets and 2 roll numbers, the marksheet which has all three Physics, Chemistry and Biology would be preferred but since that is not the case with you, I am afraid you would not be eligible unless you find a way to merge the marksheets together through official methods. One should ideally fill in the roll number of the marksheet containing all the subjects together, that is, physics, chemistry and biology.
Other eligibility conditions include:

There is entrance exam NEET UG ,AIIMS Entrance Exam, MPPMT, HP Combined Pre Medical Entrance Test etc.after 12th but it requires physics, chemistry, biology group. Biology is compulsory for becoming a doctor.
If you have a pcm group you can go for engineering, architecture.
