If a student got a seat in private college in ist Counselling but due to high range of fee he could not join Whether he can attend the second counselling/ mop up round.

See if you got allotted a seat in round 1st of NEET UG counselling then you can either join it or you can leave it and in case if you join it then you will not be able to proceed for round 2nd or any further round but if you either apply for upgradation or did not join the allotted seat then you can definitely go for round 2nd/mop-up round of NEET UG counselling.

hello sir my brother neet score is 115 is he eligible to get private medical seat in up because he is from Karnataka state

Sine you ha not mentioned the category of your brother so assuming it as General.
With general category and such NEET score he is not even qualified for NEET UG 2021 because the cut-offs for NEET UG 2021 are as follows :-
-->>> General - 50th percentile - 720-138 marks
-->>> SC/ST/OBC - 40th percentile - 137-108 marks
-->>> General-PwD - 45th percentile - 137-122 marks
-->>> SC/ST/OBC-PwD - 40th percentile - 121-108 marks
Now without getting qualified in NEET UG 2021 he cannot get admissions in any of the courses such as MBBS, BAMS, BHMS and other Ayush courses neither in government college nor in private college.
