All the students and candidate who are qualified from NEET, are eligible for mop up round counselling. In fact, even don't need to resign, leave or surrender the  previous allotted seats in round 1 or 2 for participate in mop up round. In any state, irrespective of their domicile, NEET eligible candidates can participate in the mop-up round against the vacant seats reserved to states through 15 per cent quota.

If you haven't joined or filled the status retention form then you can attend but if you want to shift from state to All India quota as their is only 15% reservation then there may be chances of not getting seats or loosing the allotted seat so think before leaving the allotted seat.

Yeah there will be choice filling and locking process and new registration for mopup round counseling. There will no counselling for AIQ government college seat in mopup round. After round2 if there is vaccancy in govt college then that seats revert back to respective State quota. You can participate in AIQ counseling in mopup round for Deemed Universities/private institutions, central University like bhu amu etc, AIIMS and jipmer. So if you are participating for government college then don't take part in mopup round. All the seat matrix and counselling date for mopup round will be announced on MCC counseling website you can check every detail from there once round2 get's completed. There will security deposit of Rs 2 lakh for deemed Colleges counseling and Rs 10k for central University AIIMS and jipmer. You will get refund your security deposit if you will not allotted a college.

You need to mention any of the college that you want to know about cutoff details and all. Whatever, I can assure you the difference of the cutoff including all the rounds of NEET in 2019 and 2020 would be a lot. Means if you consider Medical College, Kolkata as per last year including all three rounds the cutoff marks was 614 for state quota. I think you might be aware that there is no free exit in round 2 of AIQ counseling. If you don't report the college and get admission then you will loose your security fee and also will not eligible for further round in AIQ counseling. So search about the College rankings and every facilities and if you are okay with everything then you should probably take admission and save your security deposit.

Now if we talk about up state counseling then here also you will get a govt seat very easily at your rank. First round Cut off in up State counselling for general category was AIR 15450 ( GMC, bahraich). so you will easily get govt college in up State. You may have chance in following colleges in up 2nd round

• GMC,basti

• GMC, azamgarh

• GMC,badwaun

• GMC, firozabad

There is no fourth round for counselling the third round of counselling is the last round. Commissioner for Entrance Examinations (CEE) has announced the third seat allotment for KEAM 2020 on November 10. Round 3 is the last phase of allotment conducted by Commissioner for Entrance Examinations to Self Financing Engineering/Architecture/Pharmacy colleges. First and second round seat allotment was announced on October 7 and 23 respectively.
