i had passed 10th from uttrakhand and 12 th from up but have no domicile of either state. which state will be considered as state quota in neet ?

For admission to UP state government medical colleges you need to have wither UP domicile or you your 11th and 12th passed from the UP state board. Since you have passed your 11th and 12th from UP state
UP state quota is applicable to you.
- Now to get considered under the Uttarakhand state quota, you need to pass your 10th, 11th and 12th from Uttarakhand state, which is not the case with you. Therefore, you are not eligible for Uttarakhand state quota.
There are certain laws applicable in various states and union territories for the allotment of MBBS/BDS seats.
In every state 85% of the total medical seats (government) are reserved for the candidates that hail from that state. This means that 85% of the total government medical seats available in the country are reserved for candidates of those states only. These seats are then allotted to candidates on the basis of their NEET scores.
The candidates, however need to register themselves under their state quota to get themselves considered under their state quota during the seat allotment process.

Your daughter's score of 230 is not viable to get either MBBS Seat in any of the Government Medical Colleges across India, irrespective of your SC Category. But if your daughter is fortunate enough, there are some chances for her to get BAMS Seat in Government Medical Colleges across India.

Neet 2021 cut off marks in Uttar Pradesh state quota counseling for govt MBBS college was AIR 130247 ( marks approx 450-455) for SC category in second round counseling. Where as all india quota counseling cut off marks for sc category was AIR 109310 and 470+ marks.
So if we compare then you are almost on border line as you have scored almost same as last year cut off marks.
As time being now neet results aren't declared so it's hard to say anything definitely. Scenario will be more clear once ranks are out.

In 2020 NEET cut off for OBC Category under 85% state quota of UP, 606 marks secured seat in Autonomous Medical College, Bahraich this was the least marks secured by the respective category, hence with 583 marks the chances for GMC seems tough, however there is good chances for private colleges through state quota such as

I got 50.8% in boards and got compartment in maths, i screwed up in boards because of my poor mental health, same goes for my 1st jee attempt but somehow in 2nd attempt i scored 85%, so after getting pass in the compartment exam can i get admission in dtu or nsut??

As you were not able to score in boards and your jee score is also not that encouraging i would like to tell you that you won't be able to get to dtu because the cut offs are very high.
I would advise you to keep other colleges as a back up like VIT Vellore, SRM University, Manipal University, BITS Pilani.

Cut off marks for BAMS in Maharashtra Government Medical Colleges is around 4 30 . Safest score for the same is 450+ because this will at least give you advantage to get a good BAMS college in Maharashtra under State Quota (85%) Counselling.
To apply under Maharashtra State Quota (85%) Counselling, you must have to be Domicile of Maharashtra and shall have Domicile Certificate . Otherwise, you will not be eligible to apply for the same.

Considering you as a General Category student as you have not mentioned your Category in your question, you don't have any possibilities to get either MBBS or BDS courses. There are some chances in BAMS either through MCC AIQ (15%) Counselling or through your Domicile State Quota (85%) Counselling. Otherwise, the best solution for you is that you should go for Repeat i.e. Drop.

510 is average score in NEET. But it is not sufficient for getting good government college. The cut offs are always high. Even state cut offs are also high. For general category the cut offs are very high.
For UP quota, the minimum marks for general category students is 550+ and for SC and ST it is around 450-500 +.
