you can change your list anytime and any nimber of time. So even after completion of 1st round, if you want to change then yes you can change the choice. After 2nd round also you want to change then also you can change the choices. There is no restrictions over it.

I will tell this based on my friend's experience. My friend got around 320 marks in UPTU and he got 4900 rank in General category. Around after 3 or 4 rounds of counseling, he didn't get KNIT Sultanpur or BIET Jhansi, let alone IET Lucknow. He left the counseling after getting a seat in IT branch of AK Garg Engineering College. So 384 marks will fetch you a decent rank around 3500.

Hope you are doing well. As per your query yes there is a scheme in basis of income of the students family known TFW or Tuition fees waiver. In this the student is extemped from paying tuition fees but have to pay for other charges like exam fee, maintenance fee and etc. All private and government colleges has this system. Hi aspirant the fact is you have really a good rank in UPSEE exam but I would like to clear this thing first that still it is not sufficient which can take you to KNIT, Sultanpur or not all but many other Government Institutions untill and unless you have any reserved quota. As per your rank only Private College and Deemed Universities will get i.e the rank between 40,000-80,000 rank for PG branch non-clinical . The rank between 25,000-40,000 will get Private College and Deemed Universities (may get Govt. College) for PG branch Clinical or Non-Clinical Branch/ DNB. The rank between 25,000-30,000 will get government colleges for PG branch Clinical or Non -Clinical Branch ( factor in counselling rounds and choice-filling). The rank between 15,000-20,000 will get government colleges for PG branch Clinical Branch (mostly will depend upon counselling rounds). The rank between 1 to 15,000 will be government college for PG branch Clinical Branch. I hope this information helps you.
