It all depends on your financial conditions. As doing MS from USA is much costlier than doing BTech from India. Yes, scholarships are available but candidate needs to be highly qualified and intelligent enough to crack the interview.

These both universities are in California bay area. SCU has better ranking but it's expensive. Sjsu is one of the cheapest universities in that area and not far behind in rankings from SCU.
If someone is to see your profile in future and you attended sjsu, he'll think that you could have done better maybe but didn't have resources. But in case of SCU, he'll think you had resources (money) to attend better colleges but couldn't get admission so you got stuck in SCU. Opinions may vary. But if you think ranking is all that matters, then go for SCU.
