my score is 540 in NEET 2021 and has Uttarakhand domisle, will I be available to get seat in government medical college of Uttarakhand in general seat?

You haven't mentioned your category. I'll be assuming that you belong to general category.
So if we talk about last year i.e neet 2020 cut off for govt college in uttarakhand for Gen category candidate was Air 33091 and 575 marks. For Gen category female it was 585 marks and air 27654.
As these years question paper was difficult than last year so there may be a cut off drop. So you have some little chance.

Sure you can participate in any counselling conducted by Delhi and you will be eligible for the state quota of Delhi also but for that you need to complete one step, which is you have to create the domicile certificate of both yourself and your father of Delhi, because the counselling part may ask to to submit the domicile certificate of your or your father, it depends. And try to issue the certificate new because they wants only newly created, they may have mentioned in their notification form.

Hope you are doing well it is difficult to predict because it depends on the level of question paper and number of students as you mentioned you got 80 percentile your rank would fall between 1 lakh to 2 lakh or more . The application form for B.Sc Nursing courses are released generally after your 12th board examination results are declared. Sometimes, they are released earlier as well. Also, the dates of certain universities releasing their application form for B.Sc will vary even if they are situated in the same state as you said in uttrakhand too.
Technically, the forms of all the universities are released with a variation of 1 or 2 day only.
