No you won't be eligible just for counseling based on your marks on 2020 for 2021 you will need to give the exam again in 2021 and based on those marks you will be eligible for TNEA counselling that's the rule for admission exams

In the case of upgrade in any counselling if you get the college at 10th priority but if you put for upgrade in 2nd round then it is that you will get college which are above the college in the list that you have got and you don't get college which is below in list.If your rank is nice then you should apply for upgrade and if you don't get seat in further rounds then your seat will stay with you.

Hello. As per my research, you will be notified via mail or text regarding any document verification.

If they require any document as proof or your obc certificate, they will be mailing you and due to covid mostly they will be asking for a soft copy.

Candidates can apply only through JEE-Advanced provided that they also satisfy the eligibility criteria as specified by JEE-Advanced. For admission to engineering programs through JEE advanced channel, candidates who have secured 75% marks (EWS) in their Class XII (or equivalent) exams are also eligible.

Based on previous years' trend, most probably with 2000 EWS Rank in JEE Advanced 2020, you will get some of the new IISERs.
