Seeing dates from last year, USET notification came somewhere around Late November, so it is safe to predict that they will be releasing the Application form soon, do keep a track on the official Website. I believe it'll be out by 2nd week of December.

Yes, you might  be eligible for the NDA 1 and 2 20 26 exams because the eligibility criteria for the NDA exam is that your age must be between 16.5 years and 19.5 years, and since you were born on February 18 2007 you will be very well between 19.5 Years and 16.5 by the time the  2026 exams are conducted.
