To answer your query, no, you cannot take admission in any medical college without clearing the NEET UG exam, even if you have completed another degree. Here is the eligibility criteria for the NEET exam-
-Must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board.
-Class 12 or equivalent appearing aspirants are also eligible to apply for NEET.
-Candidates must have completed 17 years as on December 31, 2022.
-The class 12 percentage required for NEET 2022 exam is separate for each category and can be listed as under. NEET eligibility marks in class 12 to be considered are aggregate marks only for PCB subjects
UR - 50%,
OBC/SC/ST - 40%,
PWD - 45%

No candidate is allowed admission in any medical college without sitting for the exam.
And you need to qualify the neet exam as per the following eligibility criteria -
50% marks for general category, 45% marks for PH candidates and 40% for candidates from reserved category.
