The age of the candidate must be from 21-32 years of age for a GENERAL category candidate. The aspirant must have completed his graduation nd there is no such eligibility percentage criteria. So yes you can appear for the UPSC examination now...

Candidates must hold a graduation degree in any discipline from a reputed university.
Candidates who are awaiting their final result of the graduation can also apply as per IAS 2021 eligibility criteria.
There is no such IAS eligibility percentage to appear for the exam.
Candidates who hold a professional and technical degree are also eligible to apply for the UPSC IAS exam.
Candidates who are not eligible to apply for UPSC Civil Services 2021
As per the eligibility criteria of IAS 2021, those candidates who are already serving in the Indian Administrative Services/Indian Foreign Services, cannot appear in the exam.
Candidates appointed into the Indian Police Service (IPS) who are serving as a member of that service also can not appear for the Indian Police Service exam in Civil Services Examination.
