Can I get a government seat through jee in a normal engineering college? Is that possible without out extra donations?

It depends on the colleges you are talking about. In general, nits, iiits, gftis take in students through jee mains. Many private institutes consider students' jee mains scores while taking students in. But you need to appear for their institutes exam too, in most cases.
