Afcourse you can study for Civil Service Examination while doing a b.tech. Infact, many engineers appear for the exam and pass with flying colours. The Arts subjects that you need to study can easily be learnt by referring to NCERT textbooks and also reading the newspapers thoroughly. You need to look for a reputed coaching centre in your area or opt for online coaching as per your suitability for better guidance. Dedication is very important to crack CSE.
