Here is the eligibility criteria:

1Candidate should have a minimum aggregate score of 50% (45% for SC/ST candidates) at both class12 and class 10.

2.Biology,physics, chemistery as main subjects in 12 class with a minimum aggregate score of 60%in all three subjects.

3. 10th and 12th from a recognized board with science stream

4. Admission is based on entrance and exam.

Some college also conduct entrance exam.

Yes, you can definitely opt for BSC biotechnology even if you have not given JEE exam, as to get admission in BSC biotechnology JEE exam is not required, the basic eligibility criteria to get admission in same is that the candidate must have passed class 12th with science stream with atleast 50% marks, where biology Physics and Chemistry are the mandatory subjects to have studied in class 12th, the PCM score of the candidate should be 60%.
JEE exam is not required to get admission in BSC biotechnology.

No if you don't have any score of jee that does not means you cannot get bsc for biotechnology. You can take admission in any college which provides bsc in biotechnology but there are some colleges that provides admission on the basis of merit list and entrance exams specially for bsc.
