Hello,
When sugar is added to the water the sugar gets dissolved by occupying the intermolecular spaces in the water and hence its level doesnt risee. But When sugar is mixed with milk, As milk contains water as well as other matter only some sugar can occupy the spaces completely and some may remain by dissolving with lactose material and hence its level rises up.
