Hi Amrit,
The link to upload OBC NCL certificate for JEE Advanced is released on their official website under their student portal for JEE Advanced using which the candidates upload their caste declaration for further proceedings. This link stays active till June and then it's shut. So I am afraid the link for uploading the OBC NCL certificate is no longer available.
