I am a degree student and my 12th TC and 10th memo were submitted in the college.Is there any chance to attend counselling with xerox copies

See, generally colleges demand original TC and 10th Marks memo but you have other option. Just apply for Duplicate TC in your college and 10th Memo. That will do your work.
