If you want to change your college, then yo can do that by referring your problem to the principle or the registrar of your College. You can write the letter to the authority as to why you want to drop out of this college, and then you can request the same for the return of you certificates, and documents that you have given at the time of college admission.
Different colleges have different ways and rules for dropping out.
In order to change the college you should talk to officials of both the colleges as there are different rules and procedure. You can write a application letter to your head of instituition if he/she agree then your request will be transfer to other college . If seat is vacant then they will send confirmation letter.
