I didn't fill my registration form completely in round one and didn't pay for fees of registration, will i be considered as a new candidate for round 2 in upsee/upcet counseling, my form is half filled but haven't submitted the fees?

As per the information available in the UPCET Counselling 2021 Information Brochure the candidates who have registered for UPCET/UPSEE counselling but haven't paid the registration fee for the counselling are eligible to participate in second round of counselling. Such candidates are considered as fresh candidates. So, if you wish to participate in second round of counselling you can do so by completing the registration process and paying the registration fee. The registration for round 2 has started from October 21, 2021 and the last date to register is October 23, 2021 till 11:59 PM.
