i don't have a renew obc certificate now. can i upload a old obc certificate after first cut off and at the time of counselling i will show new obc certificate to the college ?

You cannot show two different OBC certificates during the process. It might create an issue if it's still not possible then kindly specify the term before so that you won't face any issue in the future.
