I don't understand how are you mixing Chartered Accountant with UPSEE as they pretty much very different paths. I guess it is been mistyped. So you are an outside UP candidate and for you only 20% of the seats are available and at your rank it is highly unlikely that you'll get any govt. college.

Your rank is bit high. You can try for core branches or non Technical branches in bundelkhand university. You have some chances there. Or else you have to apply for other private colleges for CSE or ECE admission. If you have any reservation category then that would be more helpful. Better go for bundelkhand university and apply for electrical branch. You may get it in last round. Keep a college option for security if you don't get BU then you can go for it. Don't risk your career.
