i got 25650 rank by EWS category in jeemains and i didn't get seat in 1st and 2nd counseling andi kept my 1st preference as NIT surathkal cse so in which counseling i can get the seat

According to your rank by EWS category and considering your choice , it is impossible to get any seat in any branch in nit surathkal as your rank is too high for nit surathkal.

By any means you have to wait for csab round as there is no chance to get a seat in any nits in josaa rounds. Maybe in csab round you can get some lower nits or gfti's
