This year the cutoff for OBC category students in JEE main was around 72 percentile and as you have scored 62.828 percentile, then you are not qualified in JEE mains from OBC category and hence you cannot get any seat in NIT or IIIT.
Now as you have not qualified JEE mains but still you can sit in josaa counselling or csab counselling.
But if you think that you can get civil engineering branch then it's impossible for you.
Even if you belong from home state quota you cannot get civil engineering branch in any NIT. So you should better go with some other state colleges for private Institutions like Kalinga Institute of Industrial technology and CV Raman Global University because in these two colleges many of the low rankers can easily get admission.
