I got 86 percentile and 45000 rank in obc ncl (female catogery), can I have any chances of getting seat in IIIT gwalior or lucknow

According to previous year cutoffs and trends the last round maximum cutoffs under OBC NCL -female cateogry for respective institutions are as follows:
IIIT Gwalior: 13k
IIIT Lucknow: 11983
Hence with your rank it would be impossible for you to get admission in IIIT GWALIOR or LUCKNOW but you can try your luck in CSAB counseling.
