I have been alloted to nit silchar(civil). As I belong obc ncl, I have to submit ncl certificate as well which should be dated aftr 1 april

NIT silchar is counted in one of the most reputed institutes of our country and also it is known for following rules and regulations very strictly. Now as you are saying that you have a NCL which will be expiring in october, then you should go and submit that one. And tell the authorities about your situation, I'm sure they will be willing to help you. Or you can directly mail and phone the authorities regarding your option. They usualy reply within a couple of days.
