I have got 165 Marks In NTSE Uttarakhand this year. Will I qualify for Stage 2

Although you haven't mentioned the category for which you want to know the qualifying marks, let me tell you that in order to qualify NTSE you should score a minimum of 40-40% each in MAT and SAT for general category and 32-32% each in MAT and SAT for sc/st category as per the latest criteria. The expected cutoff for 2020 in uttarakhand is 175-185 for general category, 150-160 for obc, 140-150 for sc, 135-145 for st. The 2019 overall cutoff were 172- general category, 152- obc, 139- sc, 136- st. You can estimate accordingly and check if you are eligible or not, you have a chance though.
